The Webinar: Its Background
In pursuance of the society’s endeavor to promote intellectual dialogue on important areas of international law and policy, ILPS is pleased to organize its third webinar. The topic is “Playing Robin Hood: TWAILing Vaccine Distribution”.
The COVID-19 pandemic still rages on throughout most of the world. The vaccine was the glimmer of hope which has been lifting our spirits as it seems to promise a betterment of the global health situation. But will there be truly a ‘global’ betterment of the health situation? It is estimated that 9 out of 10 people in the developing world will miss out on the vaccine. Against this background, the pandemic has not only revealed the divide between rich and poor countries, but moreover aggravated such in different aspects: first, job access; second, digital access; third, gender parity and patriarchal structures; fourth, protectionism; and fifth and finally, the access to the vaccine.
To mitigate the access problem, the WHO Director-General “urged member States to join the COVAX Global Vaccines Facility, a mechanism aimed at guaranteeing fair access for all countries, rich or poor, to effective immunization. “
This webinar will consider the following question: how can the Right to Health in the developing and post-colonial world be realized while the global political and legal hegemony of wealthy states is impeding its realization? Using the legal methodology of Third World Approaches to International Law, this webinar will discuss the hypothesis that the recasting of a global vaccination program is not solely serving a global health emergency, but that it exposes the need to redistribute health spendings and political access to institutions to the benefit of post-colonial states. More precisely, through this webinar, a vaccine tax administered by the WHO will be explored, as a means to equalize access and to ensure global health justice.
Our guest speaker for the event is Dr. Thamil Venthan Ananthavinayagan, LL.M. (Maastricht University), PhD (NUI Galway).
The Speaker
Dr. Thamil Venthan Ananthavinayagan is a lecturer for international law, international humanitarian law, and international criminal law at Griffith College Dublin since September 2017. Prior to this, he has worked as a Fellow and Research Assistant to the Irish Centre for Human Rights in Galway, Ireland. He has worked at different research institutions, universities, politicians, and policy-makers in Düsseldorf and Berlin, Germany. He also worked as a junior lawyer for the tenants’ association in Bonn, Germany.
He has presented papers and given guest lectures at think tanks, international organizations, and universities in, inter alia, Braga, Dublin, Edinburgh, Galway, Geneva, London, New Delhi, Padova, Seattle, Seoul, Singapore, Kathmandu, Warwick, Leicester.
His book – “Sri Lanka, Human Rights and the United Nations, A Scrutiny into the International Human Rights Engagement with a Third World” was recently published by Springer.
