About the Organisers:

Oil and Natural Gas Corporation Ltd: ONGC is a Maharatna Company of India. It is an integrated petroleum company, operating along the entire hydrocarbon value chain contributing around 70% of India’s domestic crude oil production. ONGC’s wholly-owned subsidiary ONGC Videsh Ltd. (OVL) is the biggest Indian multinational, with 37 Oil and Gas projects in 17 countries. ONGC is ranked 26th among World’s 124 largest publicly listed companies in the latest Transparency International Report ‘Transparency in Corporate Reporting: Assessing the World’s Largest Companies’.

Centre for Transparency and Accountability in Governance:

National Law University, Delhi established in 2008 by Act No.1 of 2008 of National Capital Territory of Delhi, Govt of Delhi, is one of the premier law universities established in India. Centre for Transparency and Accountability in Governance, National Law University Delhi has been constituted to uphold the commitment of Rule of Law and Good Governance. The Centre lays emphasis on sensitising people on transparency and accountability in governance; empowering people such as students, lawyers, and public officials to contribute effectively to ensure transparency and accountability in governance; and creating and promoting quality research in the area of transparency and accountability in governance. The Centre also provides free of cost sessions for training, sensitization and consultative services on RTI. The Centre has also organised several National and International Conferences on good governance and combating corruption issues.

About the Debate Competition:

The Vigilance Awareness Week is being celebrated from 31st October to 5th November-2016. The theme for the Vigilance Awareness this year is “Public Participation in promoting integrity and eradicating Corruption”. Observance of Vigilance Awareness Week every year is one such outreach measure wherein all stakeholders are encouraged to prevent and combat corruption. The Vigilance Awareness Week is being celebrated every year and coincides with the birthday of Sardar Vallabhbhai Patel, known to be a man of high integrity. The Central Vigilance Commission, as the apex integrity institution of the country, endeavours to promote integrity, transparency and accountability in public life. Under the aegis of CVC, ONGC shall be observing the Vigilance Awareness Week from 31st October 2016 to 5th November 2016. The Oil and Natural Gas Corporation Ltd. (ONGC) in collaboration with Centre for Transparency and Accountability in Governance (CTAG) at National Law University, Delhi will hold an NCR Region Inter-College Debate Competition as part of its Vigilance Awareness Week celebrations.

Participation

There is no entry fee for the participation. Students Teams (only from Delhi and NCR) comprising of 2 participants each of UG/PG level are eligible to participate in the Competition.

Employees of the ONGC and members of the CTAG are not permitted to participate.

Topic for the Debate Competition:

Teams shall compete for and against on the following motion in Hindi or English

Corruption Free India: Utopian dearm or a possiblity

Scheme of Awards

Cash Prizes will be awarded in the following categories:

Team Award:

  • Best Team: Rs. 12,000
  • Runners-Up: Rs. 8,000

Individual Award:

  • Best Speaker (For) Rs. 6, 000
  • Best Speaker: (Against) Rs. 6,000

Submission of Essay/Paper: 31st October 2016, 5pm

Declaration of result:

03 November 2016
