PRS Legislative Research, or PRS, is a non-profit organisation based in India that was founded in September 2005 as an independent research institute with the goal of making the Indian legislative process more informed, transparent, and participative.
In India, each Member of Parliament (MP) represents over two million voters. Every year, the Indian Parliament passes an average of 60 bills. MPs develop legislation and deal with difficult policy concerns in a variety of fields. Given the variety of issues and the technical nature of many of them, MPs are unable to be knowledgeable on all of them.
In this context, PRS provides MPs with legislative and policy analysis to assist them in preparing for parliamentary debates.
C.V. Madhukar and M.R. Madhavan co-founded PRS in 2005. M.R. Madhavan is the President of PRS at the moment. Mr. S. Ramadorai is the Chairman of the Board of Directors. The initiative was conceived by the Centre for Policy Research (CPR), a renowned Indian think tank in New Delhi. The Institute for Policy Research Studies, a not-for-profit Section 8 Company, has been running the initiative since 2013.
PRS is totally supported by philanthropic donations and grants from a variety of Indian organisations and individuals.
