What Is The Opportunity?

On occasion of the 2024 ESIL Annual Conference to be held in Vilnius, Lithuania, on 5-6 September 2024, the ESIL Interest Group on the Law of the Sea will convene a workshop on “New Maritime Technologies: Challenges and Opportunities”, which will take place on Wednesday, 4 September 2024.

The topic

In line with the general theme of the ESIL Annual Conference, “Technological Change and International Law”, the workshop will explore the issue of new maritime technologies and the challenges and opportunities that these set out for our discipline. Indeed, in the era of rapid technological advancements, the impact of technology cannot leave international law of the sea unaffected. Quite to the contrary, new maritime technologies become increasingly significant, amongst others, to adverse the effects of ocean acidification and climate change in the marine environment; to achieve sustainable development of the marine economy; to promote ocean-based renewable energy resources; and to monitor vast ocean areas, including large marine protected areas. Also, notably, new maritime technologies play a key role to maritime policing and law enforcement at sea, mainly through the use of advanced technologies for surveillance and enforcement of coastal States’ laws and regulations. Further, maritime technologies shape the future of one of the foundational pillars of law of the sea, namely shipping, since the discussion over the legal regime of autonomous maritime systems continues unabated. Evidently, also, questions concerning the transfer of such new maritime technologies and capacity-building have attained reinvigorated importance in light of the recently adopted agreement on the sustainable use and the protection of marine biodiversity in areas beyond national jurisdiction (‘BBNJ treaty’), which calls for such transfer.

What Are The Details Of The Opportunity?

  • Paper Submission Procedure
  • Paper abstracts may be submitted in English or French in accordance with the timeline as set out below. Co-authored paper proposals are accepted. Submissions must not exceed 500 words, and have to be submitted to the following email addresses: gabriela.oanta@udc.es, ip14@soas.ac.uk, jessica.schechinger@glasgow.ac.uk, and papastavridis@academyofathens.gr
  • In addition to the abstract, each submission should contain a separate file with the following information: the author’s name and affiliation; a short CV; author’s contact details, including email address and phone number; whether the author is an ESIL member; and whether the author has submitted an abstract to another ESIL interest group’s call for papers.
  • The final papers should be unpublished, in an advanced stage of completion, and could be included in the ESIL SSRN Conference Paper Series and in the ESIL Conference Proceedings according to the ESIL rules.
  • Timeline:
  • The deadline for the submission of abstracts is midnight 20 May 2024, Brussels time.
  • Successful applicants will be informed by 30 May 2024. The deadline for the submission of the papers of accepted abstracts is 15 August 2024.
