What Is The Carr Center for Human Rights Policy?
The Carr Center for Human Rights Policy serves as the hub of the Harvard Kennedy School’s research, teaching, and training in the human rights domain. The center embraces a dual mission: to educate students and the next generation of leaders from around the world in human rights policy and practice; and to convene and provide policy-relevant knowledge to international organizations, governments, policymakers, and businesses.
The Carr Center welcomes applications from individuals dedicated to advancing the human rights movement through scholarship or practice who are seeking to affiliate for a year as Fellows. Fellows can be post-docs, scholars, academics on sabbatical, human rights defenders, senior leaders in international organizations, or heads of human rights organizations. Our goal is to craft a cohort in which all fellows will find valuable intellectual partnerships to support and spur their work. The ideal candidates are those who are willing to invest time and energy into building community with the other fellows in their cohort.
Fellows are strongly encouraged to participate in and contribute to the Center’s programming, including public lectures, study groups, conferences, workshops, and more. The Carr Center receives a large volume of applicants for all our Fellowship programs. Please do not call or email us with queries for information. Please do not contact individual faculty members or staff directly. Also note that fellowship opportunities are time limited in nature and do not allow for transition to faculty or staff positions. All fellowship nominations by the Carr Center require review by the Dean of Harvard Kennedy School.

- Types of Fellowships:
- Carr Center Fellowship: The Carr Center welcomes applications from individuals seeking to affiliate for a year as Fellows.
- Eligibility:
- Fellows can be post-docs, scholars, academics on sabbatical, human rights defenders, senior leaders in international organizations, or heads of human rights organizations.
- We welcome both emerging and established scholars and practitioners whose research and practice are aligned with the Center’s priorities.
- Role: Fellows can focus on research and writing, auditing classes, meeting faculty and other experts, leading study groups for students, and participating in other learning opportunities at the Harvard Kennedy School.
- Stipend: Carr Fellowships are not funded.

- Eligibility:
- Racial Justice Fellowship: The Racial Justice program focuses on reimagining systems, institutions, and movements to promote racial and economic equity for all. The program strengthens discourse connecting domestic civil rights to global human rights frameworks, and brings together faculty, fellows, students, and the broader University community to collaborate.
- Eligibility: Fellows can be post-docs, scholars, academics on sabbatical, human rights defenders, senior leaders in international organizations, or heads of human rights organizations. Fellow projects must align closely with the research and programming priorities of the Center.
- Role: We welcome both emerging and established scholars and practitioners whose research and practice are aligned with the Center’s priorities. Fellows can focus on research and writing, auditing classes, meeting faculty and other experts, leading study groups for students, and participating in other learning opportunities at the Harvard Kennedy School.
- Stipend: Racial Justice Fellows will receive a fellowship stipend of $10,000 for the academic year.

- The Technology and Human Rights Fellowship: The Technology and Human Rights Fellowship is part of the Carr Center for Human Rights Policy’s project to examine how technological advances over the next several decades will affect the future of human life, as well as the protections provided by the human rights framework.
- Eligibility: We welcome applicants from a broad range of approaches and disciplines to affiliate with the Center and conduct research for one academic year.
- Role: The project invites candidates to affiliate with the Center for one academic year to conduct research on the ethical and rights implications of technological advancements in general, and artificial intelligence in particular.
- Stipend: Technology and Human Rights Fellowships are not funded.
