UGC to Treat CS/CA/ICWA qualification as equivalent to PG Degree- A welcomed progression

ABOUT THE ORGANISATION

The University Education Commission was set up in 1948 under the Chairmanship of Dr. S Radhakrishnan “to report on Indian university education and suggest improvements and extensions that might be desirable to suit the present and future needs and aspirations of the country”. It recommended that the University Grants Committee be reconstituted on the general model of the University Grants Commission of the United Kingdom with a full-time Chairman and other members to be appointed from amongst educationists of repute

The main aim & role of UGC in higher education is to provide funds to universities and coordinate, determine & maintain the ethics in institutions of higher education. The commission upholds the interpretation among the universities, government, and the community. With the growth of higher education in India, many top, medium, and small universities are being established day by day. Among these universities, there are many universities that are fake and not fit as per the UGC standards.

LATEST DEVELOPMENT

As the latest development surfaced UGC has in its 550th meeting held on 18th February, 2021 considered the recommendation of the Expert Committee and resolved as under “CA/CS/ICWA qualification be considered equivalent to PG Degree“. In the letter written by ICSI to UGC, the following reasons were cited:-

  1. The Institute has a full-fledged academic and research wing and encourages its members to undertake research. There are wide range of areas like Corporate Laws, Corporate Governance, Corporate Social Responsibility, Capital Market, Finance, International Business, Accounting, Management, etc. where our members have the expertise, academic acumen and interest in undertaking research
  2. The Institute regularly revises its syllabus to keep it contemporary to the changes taking place across the Economy. The syllabus for Company secretaryship course is carefully designed after having bench marked with Nationally Accredited Bodies and its counterparts in jurisdictions abroad.
  3. On an average, spends around 3 years pursuing the Academic Part of the Company Secretary (CS) Course, from Foundation Level to Professional Level through the Executive Level. After clearing the Company Secretary (CS) Professional Level Examination, a student needs to undergo a One-Year Practical Training under Various Companies and Firms to acquire Practical Skills. Further, it is mandatory for a Professional Level Pass Student to undergo a 15-day Management Skill Orientation Programme to become eligible to get Company Secretary (CS) Membership
  4. Company Secretaries have been engaged in Academic Profile in Various Colleges and Universities as Adjunct Professor /Assistant Professor/ Professor/ Dean, etc.

THE CURRENT STATE

The main reason behind requesting the recognition is to make those who have completed their CA/CS/CMA courses eligible for giving the NET Exam and to foster the research culture in the relevant field. However the reactions arising from the same are prima facie seem to be welcoming enough for students especially the law students as the time frame which used to arise after pursuing the PG Course and clearing the courses offered by ICSI used to be very high and mostly acted to the best interest of students but the new decision taken by the UGC conforms to all the tenets of fairness and being just and equitable
